The Iran Chamber of Commerce, Industries, Mines and Agriculture (ICCIMA) has pledged to enhance economic cooperation and provide training support to Palestine in a recent development emphasising stronger bilateral ties. The commitment aims to bolster Palestinian economic capacity through targeted training programmes and business collaborations.
ICCIMA's Commitment to Palestine
The Iran Chamber of Commerce, Industries, Mines and Agriculture (ICCIMA) recently announced its pledge to provide comprehensive training support and deepen economic cooperation with Palestine. This initiative underscores the intent of ICCIMA to strengthen economic ties and contribute to capacity building in Palestine's commercial sector.
As reported by Reza Hosseini of the Tehran Economic News Agency, ICCIMA Chairman Gholam-Hossein Shafei stated on 20 September 2025,
“The collaboration with Palestine aims not only to increase bilateral trade but also to enhance the skills and capabilities of Palestinian entrepreneurs and workforce through focused training programmes.”
This pledge is part of ICCIMA’s broader strategy to build regional economic partnerships and to foster sustainable development in Palestine, particularly in industries and commerce.
Training Support Programmes
ICCIMA’s proposed training support will cover a wide range of sectors, including industrial management, agricultural practices, and entrepreneurial skills development. According to the speech by Mr Shafei detailed in PalTrade News’s economic bulletin,
“Our goal is to provide Palestine with access to technical expertise, modern business methodologies, and training modules that align with international standards.”
The training initiatives are designed to empower Palestinian business people, especially youth and women entrepreneurs, to increase productivity and competitiveness in both local and international markets. This follows ICCIMA’s pattern of leveraging expertise to promote economic resilience in partner countries.
Economic Cooperation Framework
Building on the training efforts, ICCIMA is also committed to establishing a framework for ongoing economic cooperation with Palestinian institutions. This includes joint trade fairs, investment forums, and mutual facilitation in export-import processes.
Ali Khalil, a trade analyst for Middle East Business Review, reported that
“ICCIMA is preparing to launch several joint economic events this year that would open new channels for Palestinian products in Iranian markets and vice versa.”
Mr Khalil added,
“Such cooperation is poised to reduce trade barriers and improve the economic environment for both parties.”
This economic cooperation is expected to cover diverse industries such as food processing, mining, small manufacturing, and agricultural exports, reflecting the economic priorities identified in Palestinian strategic development plans.

The ICCIMA’s announcement coincided with a virtual meeting convened with Palestinian economic officials, hosted by Iran’s Ministry of Industry, Mine and Trade. Iranian Deputy Minister for Trade, Mr. Hossein Zolfaghari, who attended the meeting, conveyed Iran’s official backing for this partnership, declaring,
“Iran remains steadfast in its commitment to supporting Palestine’s economic sovereignty through pragmatic cooperation and capacity-building initiatives.”

Economic cooperation agreements such as the ICCIMA-Palestine partnership are seen by regional economists as key drivers for greater economic integration in the Middle East. According to a report by Farid Al-Masri of the Middle East Economic Forum,
“Such collaborations help create robust supply chains and promote diversification essential for economic stability in the region.”
Mr Al-Masri highlighted that the focus on training and capacity building ensures that economic benefits are sustainable and contribute to long-term development objectives rather than short-term gains.
Challenges and Future Prospects
Despite the promising outlook, challenges remain, notably logistical constraints due to political and security conditions affecting the movement of goods and people. However, both ICCIMA and Palestinian representatives underscored their commitment to overcoming these obstacles through dialogue and innovative solutions.
In his closing remarks, ICCIMA Chairman Shafei noted,
“Although obstacles exist, our determination to nurture Palestine’s economic progress is unwavering. We will strive to ensure that training programmes commence promptly and that economic cooperation projects materialize fully.”
